Planning permission given for hairdresser to run business from his Cwmbran garden

A pod can be built in a Cwmbran garden and part of it used for a hairdresser to cut the hair of up to six clients a day.

Torfaen Council gave permission for the planning application on The Highway, Croesyceiliog. There were no objections from the highways team or neighbours. The council report said:

“Planning permission is sought for a new outbuilding in the rear garden, predominantly for purposes incidental to the enjoyment of the residential property but also to include a small area internally for the occupier to carry out his hairdressing business from home. The proposed garden building or ‘pod’ is a timber frame structure measuring 3.7m (w) x 6m (l) x 2.5m (h) and is finished in anthracite grey cladding with upvc windows/doors and a flat roof. The submitted details indicate the business would be carried out only on weekdays (9-5)
and with a maximum of 6 customers per day by prior appointment only.

“The proposed development is a large outbuilding however the generously sized rear gardens along this stretch of residential properties means that the bulk of the new development is set away from the dwellings themselves. Due to substantial hedge/tree planting to boundaries, no part of the development will be visible from the neighbouring gardens and there will be no loss of light, outlook or privacy for occupiers. The proposal is therefore considered to be acceptable in terms of its impact on neighbouring residential amenity

“The site has a large off-road parking area at the front of the site and is conveniently located adjacent to a bus-stop and lay-by, allowing visitors cars to pull clear of the highway and/or access via public transport, Subject to a condition limiting the business use to the level proposed (max 6 customers over 5 days) the highways officer raises no objection to the application.”

An email from Derek Prosser, the applicant’s planning agent, said the hairdresser was going into “semi-retirement”. He wrote: “He intends to use one corner of the room for hairdressing with one chair and a wash hand basin. The remainder of the room will be set out with household seating, television, etc for the enjoyment of the growing family. The house has only an outdoor toilet with no shower room at ground floor level, so they are to be provided within the garden pod.

“While the building would normally be considered Permitted Development, it is proposed to be sensitively located set behind substantial high hedges at the boundary with the adjoining neighbour. The use for hairdressing would have less amenity impact than if the building was used for hobby/enjoyment purposes when not in use for hairdressing.

“Most Clients are local and would tend to walk to the house.” He added that the house had “generous forecourt parking available.”
